WHO's 2026 Humanitarian Health Plan for Ukraine

The World Health Organization (WHO) has issued an urgent call for $42 million in international funding to support its 2026 humanitarian health plan for Ukraine. This funding is critical to sustain essential medical services, with a primary focus on front-line regions, evacuation efforts, and aid for displaced persons. The ongoing conflict continues to place immense strain on a healthcare system that has been a direct target of hostilities.

WHO stresses that the pressure on Ukraine's health system remains relentless. Since the full-scale invasion began on February 24, 2022, the organization has verified 2,841 attacks on healthcare facilities. In 2025 alone, WHO-supported programs provided nearly two million people with access to medicines and emergency care, demonstrating the vital role of sustained international aid.

Core Priorities of the Health Plan

The 2026 strategy outlines several critical areas of intervention, including:

  • Emergency and trauma care, which involves strengthening hospital capacity to treat the wounded;
  • Restoring and supporting primary healthcare services, such as family doctors, in affected regions;
  • Enhancing emergency preparedness to increase the health system's resilience against new threats;
  • Coordinating the medical evacuation of critically ill patients requiring specialized treatment abroad or in safer areas of the country.
Dr. Jarno Habicht, WHO Representative in Ukraine, stated: 'We must ensure that no one is left without help at a critical moment of need.'
