"Regarding these agreements in Istanbul, I think that if we had resolved the single remaining issue concerning Donbas... well, essentially, the Donbas issue prevented it all from concluding. That was the way out," Romanenko stated.

He also emphasized that the Ukrainian side, at the request of the United States, prepared a detailed treaty on security guarantees.

"We drafted and prepared this treaty. The Americans took it to consider, because it was detailed and thoroughly written. This 'consideration' lasted a year until the NATO summit in Vilnius. And that was it. After that, we were, so to speak, abandoned once again," he said.

Romanenko believes Ukraine should have seized the opportunities that were available, remarking: "We think for too long and arrive at a result opposite to when we needed to think." He contends that supporting the Rasmussen formula and concluding peace agreements based on the Istanbul talks could have served as alternative avenues for conflict resolution. His analysis underscores the complex interplay between military strategy and diplomatic windows of opportunity, which are often fleeting in wartime.
