Increase in Targeted Financial Assistance

Starting March 1, 2026, targeted financial assistance will increase for the families of military personnel who have been killed or gone missing in action. This policy change raises the minimum pension payment for one non-working family member to 12,810 UAH, up from the current 7,800 UAH. For families with two or more members receiving aid, the payment per person will be no less than 10,020 UAH, a significant increase from the current 6,100 UAH.

Lump-Sum Aid for Released Civilians

Furthermore, a one-time payment of 50,000 UAH is also planned from March 1, 2026, for civilians who were illegally deprived of their liberty by Russia and subsequently released. To receive this aid, released civilians must present a certificate from the Joint Center for the Coordination of the Search and Release of Prisoners of War and Illegally Deprived Persons as a Result of Aggression Against Ukraine. Applications for assistance should be submitted to the Ministry for Communities and Territories Development of Ukraine.

In 2025, 1.2 billion UAH was allocated for these purposes, with funds used for annual and one-time payments, as well as for providing released individuals with essential supplies. The Cabinet of Ministers has decided to direct 400 million UAH to support those released from captivity and the families of prisoners. Indexation of these payments will begin on March 1, 2027. Non-working family members are defined as the parents, spouse, or one child of the fallen soldier who receives state aid instead of a pension. These measures are part of Ukraine's ongoing social support efforts during the war, which has created significant humanitarian needs.

The introduction of these new payments is aimed at supporting the families of service members who died or went missing due to the war, as well as aiding civilians who have been victims of illegal actions. The increase in financial assistance could significantly improve the material well-being of these families, representing an important step in the state's social policy under wartime conditions.

The one-time aid for released civilians underscores Ukraine's commitment to its citizens who have suffered from aggression and demonstrates efforts to ensure their legal and social support.
