From November 1, a ban on fishing in Ukraine takes effect: what fines will there be

Starting November 1, 2025, a ban on fishing in wintering holes will come into effect in Ukraine. This measure is introduced to preserve fish resources during the cold season when fish are most vulnerable. Violating this ban can result in serious fines and compensation for damages.


From November 1 until the beginning of the spring-summer spawning season of the following year, fishing in wintering holes is completely prohibited. These are special areas in water bodies where fish gather in large groups and become easy targets for poachers. The ban is implemented to ensure peaceful wintering of fish and successful spawning in the future.



What penalties await violators


The punishment for violating fishing laws consists of two components: an administrative fine and compensation for damages. The amount of fines depends on the severity of the violation; for example, the fine for fishing in prohibited areas can amount to hundreds of hryvnias, and fishing gear may also be confiscated.


The harshest punishment is mandatory compensation for damages to the fishery, which is charged for each illegally caught specimen of fish. For example, catching five pikes in a wintering hole can result in a fine plus compensation for damages, which can collectively amount to a significant sum.



Where is fishing allowed from November 1?


During the fishing ban, amateur fishing is allowed only outside of wintering holes. Only certain types of fishing gear may be used, and the number of hooks is limited in public waters.
