New mobile communication regulations for Ukrainians
From January 1, 2026, Ukrainians will be able to use mobile communication in EU countries at the same rates as in Ukraine. This innovation is part of the 'Roaming as at home' policy, to which Ukraine joins as the first country outside the European Economic Area that has met all the requirements for 'digital visa-free travel'.
According to the new rules, incoming calls while roaming will be free, which will significantly ease communication for Ukrainians during their stay in the EU. For Ukrainians residing in EU countries, roaming will be available at least until March 4, 2027. The head of the NCCIR, Liliya Malyon, explained the mechanism of changes, emphasizing that now Ukraine and the EU are regarded by operators as a single geographic zone.
The importance of changes for Ukrainians
The described changes are an important step towards integrating Ukraine into the European digital space, creating conditions for convenient and advantageous use of mobile services. Within the framework of the new policy, adherence to Fair Usage Policy is also envisaged, ensuring fairness in the use of mobile communication resources.
An important detail is that Ukrainians planning to travel to EU countries must be aware of potential pitfalls, particularly regarding internet usage while roaming. Thus, the innovation that will come into effect on January 1, 2026, will be a significant relief for millions of Ukrainians planning trips to European Union countries, contributing to their greater mobility and convenience in communication.
