New re-registration rules for cars in Ukraine
Starting from January 1, 2026, Ukrainians who have purchased a car under lease will be able to re-register the car to themselves without any obstacles, regardless of the debt status of the leasing company. This has become possible thanks to the resolution of the Cabinet of Ministers of Ukraine No. 1727, which allows citizens to register vehicles even if the leasing company has been placed in the Unified Register of Debtors due to unpaid fines or court claims.
Conditions and documents for re-registration
According to the new rules, a citizen can register a car to themselves only if they have fully fulfilled their obligations under the financial leasing agreement. This includes the payment of all necessary fees and compliance with the terms of the agreement. This innovation aims to simplify the procedure for re-registering vehicles, meeting the needs of Ukrainian car owners.
To re-register the car to oneself, certain documents must be prepared. Among them:
- application;
- owner's or representative's passport and TIN;
- financial leasing agreement;
- documents confirming the full fulfillment of obligations (certificate of contract closure, acceptance-transfer acts, etc.);
- registration certificate of the vehicle (technical passport);
- receipts for payment of service center fees.
This innovation may significantly ease the process of legalizing vehicles for Ukrainian citizens who are in difficult financial situations due to debts to leasing companies. Importantly, the new rules maintain the requirement to fulfill obligations under the agreement, promoting responsible attitudes towards financial transactions. The implementation of these changes is expected to improve the situation in the car market in Ukraine and increase the level of trust in financial institutions engaged in car leasing.
