Changes in housing assistance payments
As of January 1, 2026, the threshold income for continuing housing assistance payments to internally displaced persons has changed. Now the average monthly total income per recipient in a family over three months must not exceed 10,380 UAH. This new amount is calculated based on four subsistence minimums for persons who have lost their ability to work, which amounts to 2,595 UAH x 4.
Categories of persons who can receive payments without income verification
In addition, in order to simplify the process of receiving assistance, some categories of persons may continue to receive payments without income verification. This applies to:
- pensioners with a pension of up to 10,380 UAH;
- persons with disabilities of the I and II groups;
- children with disabilities up to 18 years old;
- orphans and children without parental care;
- persons from their number up to 23 years old;
- foster parents, adoptive parents, and guardians.
Changes in the threshold income amount and the conditions for receiving housing assistance for internally displaced persons are important steps to support vulnerable populations in Ukraine. The establishment of new income criteria is aimed at ensuring that assistance goes to those who need it most, and the simplification of procedures for certain categories of individuals is intended to enhance accessibility to social support. These changes may affect the financial situation of many families enduring difficult times amid social and economic instability.
