From January 1, 2026, the rules for assistance to IDPs change: new income limit

Changes in Provision of Assistance to IDPs in Ukraine

From January 1, 2026, the income threshold for receiving living assistance for internally displaced persons (IDPs) in Ukraine will change. From now on, IDP assistance will continue for six months provided that the average monthly income per person does not exceed four living wages for non-working individuals.

As of January 1, 2026, the living wage will be 2,595 hryvnias, which means that the income limit for one recipient of assistance in 2026 will be 10,380 hryvnias. It is important to note that:

  • pensioners,
  • persons with disabilities of I and II groups,
  • children with disabilities under the age of 18,
  • orphans,
  • foster parents and adoptive parents

are entitled to payments regardless of income.

Conditions for Continuing Payments

To continue receiving payments, the average monthly total income of the family for the last three months will be taken into account. These changes aim to improve the living conditions for internally displaced persons in Ukraine.

The changes that will come into force from 2026 may significantly affect the financial situation of many internally displaced persons who continue to face challenges as a result of the conflict. Source: unknown

Establishing clear income boundaries for receiving assistance will allow for a more objective assessment of the needs of those who have left their homes and require support. Considering income over the last three months may also contribute to a more equitable distribution of resources and support for vulnerable segments of the population.
