Ukraine to Raise Minimum Wage, Living Standards, and Social Benefits Starting January 2027

Upcoming Adjustments in Wages and Social Support in Ukraine

Beginning January 1, 2027, Ukraine will increase the minimum wage to 9,546 UAH and raise the subsistence minimum for working-age individuals to 3,691 UAH. These changes will also impact tax payments and annual income thresholds for sole proprietors (FOPs). Additionally, social benefits for families with children who have disabilities and for individuals disabled since childhood will see a significant boost.

According to the draft State Budget for 2027, monthly tax obligations for first-group sole proprietors will rise to a single tax of 369.10 UAH, while for second-group FOPs, it will reach 1,909.20 UAH. Military tax contributions for both groups are set at 954.60 UAH, and the minimum unified social contribution (USC) for all groups will be 2,100.12 UAH. The annual income ceilings for sole proprietors are proposed as follows:

  • 1st group: 1,594,182 UAH;
  • 2nd group: 7,961,364 UAH;
  • 3rd group: 11,140,182 UAH.
"Payments and income limits for sole proprietors will be adjusted automatically," stated Olga Vasilevska-Smaglyuk.

For third-group sole proprietors, the single tax rate will remain steady, but the maximum allowable income will increase. These figures are based on the 2027 budget draft, which has yet to be approved by the Verkhovna Rada.

Enhancements to Social Assistance

From the start of 2027, social support payments will rise for families caring for children with disabilities and for individuals disabled from childhood. Monthly assistance for children with disabilities is expected to range between 20,000 and 71,000 UAH. For adults with disabilities, payments are projected as:

  • Group I disability: 12,000 to 16,000 UAH;
  • Group II disability: from 7,000 UAH;
  • Group III disability: from 6,000 UAH.
"Beyond financial aid, the government will fully cover essential social services including early intervention, inclusive support, and a two-week respite leave for parents," officials emphasized.

Since September 1, 2023, Ukrainian teachers have received a 20% salary increase alongside a revamped wage system in education. Pay scales for teaching and research staff have been raised, and notably, the unified tariff grid in education was abolished in 2023. From now on, educators' salaries are determined by their position and a base amount equivalent to the national average wage.

"Teachers' salaries will see an additional 20% rise starting September 1," announced Serhiy Koretskyi.

These planned reforms in wages, social benefits, and taxation reflect Ukraine’s effort to bolster vulnerable populations and encourage growth in small and medium-sized enterprises. Raising the minimum wage and living standards is expected to enhance citizens' purchasing power, which may contribute positively to economic expansion. However, the final outcomes depend on the State Budget approval and effective implementation of these reforms.

In light of these upcoming changes, it's essential to consider the broader implications for social welfare. The proposed adjustments in the 2027 budget also include significant increases in pension payments, which aim to enhance the financial stability of retirees.
