Changes in legislation from January 1, 2024
From January 1, 2024, Law No. 13532 came into effect, which increases the one-time assistance for childbirth to 50 thousand hryvnias. Parents of newborns can apply for this assistance through the Pension Fund of Ukraine or use the 'eMaljatko' service.
State support for parents
It should be noted that in addition to one-time assistance, there are other types of state support for parents:
- Assistance for caring for a child up to one year is 7 thousand hryvnias per month;
- For families with a child with a disability – 10,500 hryvnias;
- Assistance related to pregnancy and childbirth also amounts to 7 thousand hryvnias for one child;
- For those who use the 'eYasla' program, the assistance is 8 thousand hryvnias per month, and for families with a child with a disability – 12 thousand hryvnias;
- One-time assistance 'School Package' in the amount of 5 thousand hryvnias.
From January 1, 2026, a new procedure for the payment of state assistance for childbirth will be introduced. However, as Lyudmyla Shemelinets noted,
“since the technical implementation of the program may take some time, if assistance is desired to be formalized today, then it is necessary to contact the Pension Fund.”
To receive assistance, certain documents must be prepared. In particular, it is necessary to have an identification document, as well as an RNOKPP (if available). Additional documents include:
- an OK-5 certificate, which can be ordered in Diia or obtained directly at the Pension Fund reception;
- medical conclusion of temporary incapacity for pregnancy and childbirth;
- birth certificate of the child;
- document confirming the authority of the legal representative in case the application is submitted by someone other than the parents;
- to receive assistance related to pregnancy and childbirth, it is also necessary to provide a copy or extract from the order about the applicant's return to work on a full-time basis.
Thus, from January 1, 2024, Ukrainian families can expect a significant increase in financial support for childbirth, which can positively affect the demographic situation in the country. The increase in one-time assistance is part of the overall strategy of the state to improve conditions for families and encourage childbirth, which has become especially relevant given current challenges.
