From 2026, all vending machines and mobile trade must accept cashless payments

Innovations in Cashless Trade in Ukraine

Starting from January 1, 2026, all entrepreneurs in Ukraine who sell goods through vending machines or engage in mobile trade are required to provide consumers with the option of cashless payment. This change is part of the cashless trade reform that began in 2022. The Cabinet of Ministers of Ukraine (CMU) Resolution No. 894 was adopted on July 29, 2022, marking an important step towards modernizing payment systems in the trade sector.

It is important to note that cashless payments will become mandatory for all vending machines and participants in mobile trade. This applies to both individual entrepreneurs working under the simplified tax system of the first group, as well as sellers through machines and trading points. From 2025, the introduction of terminals for cashless payments has already become mandatory for towns with a population of less than 5000.

Ways to Ensure Cashless Payments

Entrepreneurs can use various methods to ensure cashless payments:

  • mobile acquiring through smartphones;
  • accepting payments through banking apps and online services;
  • using QR codes for payment via bank cards.

This innovation aims to simplify the shopping process and make it more convenient for consumers.

Failure to provide cashless payment options will result in a fine of 8500 UAH, which further encourages entrepreneurs to implement new technologies in their activities. Thus, from 2026, consumers will be able to make purchases through vending machines and in mobile trade using cashless payment methods, providing greater flexibility and convenience in the purchasing process.

This innovation is part of a broader trend in Ukraine aimed at reducing cash usage and increasing the level of financial inclusion. The implementation of cashless payments can also have a positive impact on tax discipline, as it reduces opportunities for tax evasion. Given this reform, entrepreneurs have sufficient time to adapt to new requirements, which may contribute to improving business processes in the country.
