Changes in housing and utility subsidies in Ukraine
Starting from January 1, 2026, the income threshold for obtaining subsidies for housing and utility payments in Ukraine has been changed. Now the average monthly cumulative income per family member must not exceed 4,660 hryvnias. This decision has been made to ensure social support for the most vulnerable sections of the population.
Currently, the minimum subsistence level for able-bodied individuals from the beginning of 2026 stands at 3,328 hryvnias. To calculate the income limit that gives the right to receive subsidies, a formula is used in which the minimum subsistence level is multiplied by a coefficient of 1.4. Thus, the new threshold of 4,660 hryvnias is determined as the maximum allowable income for receiving housing and utility subsidies.
Categories of the population eligible for subsidies
It is important to note that the restriction of 4,660 hryvnias does not apply to certain categories of the population. These include:
- participants in combat operations,
- individuals with disabilities as a result of the war,
- family members of deceased defenders.
Subsidies are also granted to large families, children of war, and retired teachers, but taking their incomes into account. Thus, the new changes are aimed at strengthening social protection for those who need it the most.
Changes in legislation regarding housing and utility subsidies reflect the efforts of the Ukrainian government to support socially vulnerable groups of the population, especially in the context of economic difficulties. Establishing a new income threshold may help more effectively direct financial assistance to those who need it the most, including low-income families and individuals affected by the war. This may also impact the state's budgetary expenditures, as subsidies for utility services are a significant part of the country's social policy.
