Revised State Support Regulations in Ukraine
Starting January 1, 2026, Ukraine will implement updated regulations for state-provided childcare benefits for infants under one year old. These changes, enacted by Cabinet of Ministers Resolution No. 1805, introduce new payment amounts, revised eligibility criteria, and a modified application procedure.
Eligibility Requirements for the Benefit
Under the new rules, families are eligible for the benefit from the start of 2026 if their child has not yet reached one year of age by January 1, 2026. Payments will commence the day after maternity leave or related pregnancy and childbirth benefits conclude. The monthly payment will continue until the child turns one, inclusive of that final month. The application deadline is no later than the month following the child's first birthday.
The payment amounts for 2026 will be as follows:
- 7,000 hryvnias per child.
- 10,500 hryvnias for care of a child with a disability, applying a coefficient of 1.5.
This financial support is designated for the mother or another legal guardian who is the child's primary caregiver. However, the benefit does not extend to foster parents, adoptive parents, guardians in a family-type orphanage, or representatives of custodial institutions.
To receive funds, an application (Form PKMU 765) must be submitted either in person or remotely. Applications can be filed via the portal or mobile app of the Pension Fund of Ukraine, through the Diia government service portal, at Pension Fund service centers, or by postal mail. From 2027 onward, the payment amount will be reviewed and established annually by the State Budget Law. Funds will be deposited into a special-purpose current account, which must be opened with one of the authorized banks. This reform is part of broader social support efforts in Ukraine, aiming to provide more substantial assistance to families with young children during a challenging period.
