Scheduled Electricity Blackouts in Ukraine
Beginning February 21, 2026, Ukraine will introduce scheduled hourly power outages and implement capacity limitation schedules for industrial consumers. This decision is a direct consequence of Russian missile and drone attacks on energy infrastructure, which have severely compromised the stability of the national power grid. In preparation for the upcoming heating season, the Cabinet of Ministers is coordinating with regional state administrations and energy company representatives to stabilize the system.
The government also plans to strengthen oversight of the blackouts. Energy Minister Denys Shmyhal has instructed the State Energy Supervision Authority to conduct appropriate inspections. Furthermore, the Cabinet is implementing a financial support mechanism for citizens forced to relocate due to emergencies. This program will provide one-time, interest-free loans.
Energy Support for Entrepreneurs
Starting February 2, 2026, entrepreneurs can access a government energy support package. This includes payments of up to 15,000 hryvnias for individual entrepreneurs, as well as zero-interest loans for energy equipment. The government is also expanding programs to support energy autonomy for multi-apartment buildings and private homes.
As the situation in the energy system remains fluid, consumers can find the timing and scale of outages for their specific addresses on the official websites of their regional power distribution companies (oblenergos). Ukrenergo urges consumers to use electricity sparingly when it is available according to the schedule. This crisis is part of a sustained Russian campaign; First Deputy Prime Minister Yulia Svyrydenko has stated that the Russian Federation will continue to strike Ukrainian energy infrastructure even after winter.
