Commercial Drivers in Ukraine Face New Time-at-Wheel Limits
The Ministry of Development of Communities and Territories of Ukraine enacted Order No. 1727 on December 12, 2025, which revises the regulation on working hours and rest periods for drivers of wheeled vehicles. Under the updated rules, drivers may not exceed 9 hours behind the wheel per day, with an allowance to extend this to 10 hours twice a week. Weekly driving time is capped at 56 hours, and the two‑week cumulative limit is 90 hours. After 4 hours and 30 minutes of continuous driving, a break of at least 45 minutes is mandatory. Weekly rest must total at least 45 hours, though it can be reduced to 24 hours provided the shortfall is compensated later.
Equipment Mandates and New Documentation
In line with EU norms, vehicles used for international freight and registered after June 30, 2026, must be equipped with G2V2 smart tachographs. Carriers are required to download tachograph data at least once every 90 days and driver card data every 28 days, retaining all records for a minimum of 24 months. The regulation also prohibits linking driver bonuses to distance traveled or delivery speed. For inspections by Ukrtransbezpeka, operators must now maintain additional documents: a driver shift schedule, a self‑employed driver’s logbook, and an activity confirmation form.
Notably, these requirements do not apply during martial law and for three months after its termination for transport in combat zones, vehicles operated by the Armed Forces of Ukraine, and short trips lasting less than 4 hours and 30 minutes. The changes are designed to improve road safety and align Ukrainian legislation with European standards.
