Starting April 27, 2026, Poland will introduce new legalization rules for foreigners, including Ukrainians. All applications will be transferred to an online format, and employers will receive a new role in the process. This is reported by inPoland.
Legalization in Poland 2026: how the document submission will change
From this date, the Office for Foreigners will launch the MOS 2.0 system. It will require the submission of applications exclusively in electronic form – via the portal using digital identification.
Paper documents or applications submitted in person after April 26 will not be considered. Importantly, the date of receipt, not the date of dispatch, will be taken into account.
To submit an application, foreigners need to:

have a PESEL number

register through login.gov.pl

use a trusted profile or electronic signature.

Working in Poland for Ukrainians: the new role of the employer and CUKR card
In the new system, the process will not be completed without the employer's participation. After submitting the application, the foreigner has to provide the email of the company which receives a special link.
Through this link, the employer:

fills out Appendix No. 1

confirms the terms of employment

signs the document electronically.
The link is valid for 30 days. If the employer does not confirm the data, the application review will be halted. At the same time, scanned documents will no longer be accepted.
Despite digitalization, personal presence at the voivodeship office will remain mandatory – for example, for biometric data submission.
Separately for Ukrainians, starting May 4, a new CUKR residence card will be introduced. It is available to those who have held the UKR status for at least 365 days and retain it at the time of application. This card allows legal residence in Poland for three years.
