Which EU country saw the highest emigration of Ukrainians in 2026

The number of Ukrainians under temporary protection in EU countries continues to decrease. The highest reduction in 2026 was recorded in Italy, from where over 30 thousand Ukrainian citizens left in a month. This is reported by inPoland citing Eurostat data.

There are fewer Ukrainians with temporary protection in the EU

As of March 31, 2026, approximately 4.33 million Ukrainians held temporary protection status in EU countries.

Over the month, their number decreased by nearly 69 thousand individuals.

The largest number of Ukrainians continue to reside in:

  1. Germany — over 1.27 million;
  2. Poland — around 961 thousand;
  3. Czech Republic — approximately 380 thousand.

These countries remain the main centers of residence for Ukrainian refugees in the EU since the beginning of the full-scale war.

Most Ukrainians in the EU left Italy in 2026

According to Eurostat, the largest decrease in the number of Ukrainians was recorded in Italy.

There, the number of Ukrainian citizens under temporary protection decreased by more than 30 thousand individuals in just one month.

Also, a decrease in the number of Ukrainians was recorded:

  • in the Czech Republic;
  • in Finland.

Meanwhile, in some countries, the number of Ukrainians has increased.

In Germany and Spain, the number of Ukrainians has increased

The highest growth of Ukrainian citizens under temporary protection was recorded in:

  1. Germany;
  2. Spain;
  3. Romania.

Experts explain this as internal migration of Ukrainians between EU countries, as well as updates in registration data across various states.

Since the beginning of the full-scale war, millions of Ukrainians have received temporary protection in EU countries, which allows them to legally reside, work, and use social services.

For Ukrainians in the EU, changes in statistics may indicate either shifts between countries or a gradual return of some individuals home or changes in legal status.

It should be noted that the norms of the stay of Ukrainian refugees in EU countries will remain valid at least until March 2027.
