Vladimir Budzinsky Extradited from Norway Over Payment Card Fraud Allegations

Владимир Будзинський повернувся з Норвегії після звинувачень у шахрайстві з платіжними картками.

Vladimir Budzinsky Returned to Ukraine Following Extradition from Norway

Vladimir Budzinsky, the former head of a district branch of PrivatBank in Husiatyn, Ternopil region, was extradited from Norway to Ukraine. He faces accusations of theft, fraud, and unauthorized use of payment cards. Budzinsky disappeared in 2021, and his arrest and subsequent extradition were made possible through coordinated efforts between Ukrainian and Norwegian law enforcement agencies.

The Office of the Prosecutor General of Ukraine confirmed that the extradition took place on October 19, 2026. According to Norwegian court documents, Budzinsky left Ukraine in 2021. Norwegian media report that he was detained in May 2026 at the ferry terminal in Kristiansand, where he arrived on vacation from Germany. Between 2017 and 2021, Ukrainian investigators claim that Budzinsky repeatedly embezzled funds from residents of Ternopil and a local public organization by gaining unauthorized access to bank cards and accounts. The total damages exceed 1 million hryvnias. He is charged under Articles 185, 190, and 200 of the Criminal Code of Ukraine.

International Cooperation Strengthens Fight Against Financial Crimes

Under Article 62 of the Ukrainian Constitution, a person is presumed innocent until proven guilty by a court. This extradition follows earlier cases where Norway extradited the former mayor of Rakhiv in Zakarpattia region, who was suspected of embezzling public funds. Germany and Italy have also transferred suspects involved in economic crimes back to Ukraine.

“Thanks to close cooperation between Ukrainian law enforcement and Norwegian authorities, the suspect was detained and extradited to Ukraine on October 19, 2026,” the Prosecutor General’s Office stated.

This development highlights the critical role of international partnerships in combating economic offenses and fraud. Budzinsky's return to Ukraine marks a significant step in addressing financial crime within the country. It also sends a strong message to offenders attempting to evade justice by fleeing abroad, demonstrating Ukraine's growing ability to pursue and hold such individuals accountable with global support.
