Viktor Dubovyk Case Investigation
Ukraine's anti-corruption agencies are intensifying their scrutiny of senior officials. In the probe into raider attacks known as "Forest Gump" and "Themis," a bail of 7 million hryvnias has been posted for Viktor Dubovyk, who heads the Presidential Office's legal policy directorate. The High Anti-Corruption Court (HACC) shared this with a 5 Channel correspondent. The Specialized Anti-Corruption Prosecutor's Office (SAP) says Dubovyk provided recommendations, gave direction, and adjusted the activities of individuals tied to a criminal organization.
According to the Center for Countering Corruption, Dubovyk served as an adviser to Serhiy Arbuzov, first vice premier in Viktor Yanukovych's government, during 2013–2014. The watchdog also notes that Dubovyk's father was first deputy interior minister under Yanukovych, at a time when Vitaliy Zakharchenko led the ministry.
Competitions and Government Positions
Dubovyk has faced recent career disappointments. In 2026, he reached the final stage of the selection for the head of the Assets Recovery and Management Agency (ARMA) as the only remaining candidate, but the commission, including its international members, did not approve him. In June 2025, he also applied for the leadership of the Bureau of Economic Security (BEB), yet he was eliminated after interviews when none of the international commission members backed his candidacy.
The "Forest Gump" operation concerns property raiding in Kyiv. According to the investigation, those involved received assistance from the Pechersk and Commercial courts and from the Ministry of Justice. This support came to light through the second batch of audio recordings issued by the National Anti-Corruption Bureau of Ukraine (NABU). In court, a SAP prosecutor listed the defendants, with Dubovyk among them.
The latest NABU recordings also cover "Themis," a sweeping raiding scheme involving the seizure of real estate and other assets. Investigators claim that a group of current and former lawmakers, as well as a deputy head of the Presidential Office, unlawfully gained control of corporate property worth hundreds of millions of hryvnias by using fabricated court decisions and ownership papers.
"The circumstances surrounding Viktor Dubovyk and his alleged involvement in raiding schemes highlight the issue of corruption in Ukraine's top political ranks," the Center for Countering Corruption stated.
The SAP-NABU investigation could have serious repercussions for the nation's political landscape, especially within the context of anti-corruption efforts. The "Forest Gump" and "Themis" cases reveal both individual offenses and systemic weaknesses in the judicial and administrative systems, potentially deepening public distrust of state institutions.
