After the meeting of the OSCE Council of Foreign Ministers, 42 countries issued a joint statement condemning Russia's attacks on Ukraine's civilian energy infrastructure. Rocket and drone strikes on energy infrastructure have become a systematic practice within the invasion that has been ongoing since 2022. These attacks have led to serious consequences, such as civilian casualties, destruction of residential and energy infrastructure, and emergency power outages in many regions of Ukraine. Special attention is drawn to the electrical infrastructure objects that are key to the safety of nuclear facilities.

The statement also noted that such actions by Russia violate international humanitarian law and may be considered war crimes. The countries called on Russia to cease its attacks and participate in negotiations. Ukraine, along with 41 other countries, joined the statement.
