The peak level of debt was recorded in September 2024, when the total debt was about 35.7 billion hryvnias. As of October 2025, Ukrenergo's debts to the State Enterprise 'Guaranteed Buyer' have decreased to 16.1 billion hryvnias.

State of settlements and problems in the sector

According to data released by Vadim Lytvynenko, from January to October 2025, Ukrenergo's debts amount to 2.1 billion hryvnias. It is important to note that the payment discipline in 2023 was at 99%, while in 2024 this indicator varied from 89% to 95%. In 2025, the payment discipline fluctuated between 77% and 99%.

The key problematic period for the renewable energy sector remains 2022, when the debt reached its highest levels. The situation with debts indicates the need for further efforts from the government and market participants to stabilize the financial situation in the 'green' energy sector.

The situation with debts in the Ukrainian renewable energy sector is critically important for the further development of the industry. The decline in debt indicates partial stabilization; however, the significant amount of debt remains a problem that requires urgent resolution. Maintaining payment discipline is important as it will affect the investment attractiveness of the sector and its ability to grow further.
