Winter Fishing Restrictions in Deep Pools: Regulations and Penalties Through 2026
Ukraine's State Environmental Inspectorate has announced a ban on fishing in designated wintering pools, which will remain in effect until the start of the spring-summer spawning period in 2026. Anglers must adhere to specific fishing rules during this period to avoid administrative or criminal charges. This measure is part of broader conservation efforts to protect vulnerable fish populations during their most critical life cycle stages.
Currently, all fishing in these deep wintering areas is prohibited. The ban is in place because most fish species congregate in the deepest parts of water bodies to conserve energy during the cold months. The State Environmental Inspectorate urges anglers to be responsible and comply with the regulations to avoid violating environmental protection laws.
Permitted Fishing Methods
While the ban is specific to wintering pools, certain fishing methods are still allowed in other areas. Anglers may use:
- Winter fishing rods
- Zherlitsy (tip-ups)
- Bottom or float fishing tackle
However, the number of hooks per angler must not exceed seven. Failure to comply with these rules can lead to serious consequences.
The penalty system for violating fishing regulations, effective until 2026, is structured as follows. A standard violation carries a fine ranging from 34 to 170 Ukrainian hryvnias (UAH). For poaching involving prohibited gear, the fine increases to between 340 and 680 UAH, with the full confiscation of equipment, boats, and catch. Furthermore, for causing significant environmental damage, under Article 249 of the Criminal Code of Ukraine, penalties can include a fine from 17,000 to 85,000 UAH or restriction of liberty for up to three years.
Therefore, anglers must exercise caution and follow the established rules to avoid fines and legal liability.
