Law 4502-IX on Dual Citizenship
Effective January 16, 2026, Law 4502-IX will permit foreigners who obtain Ukrainian citizenship to purchase land plots in the country. This legislative change is part of a broader effort to attract foreign capital and strengthen international ties. The law also establishes a simplified procedure for acquiring Ukrainian citizenship for residents of nations that have supported Ukraine in its war against the Russian Federation. The Cabinet of Ministers of Ukraine will be responsible for compiling the official list of these partner countries.
The legislation further stipulates that Ukrainian citizens will be entitled to privatize up to 2.28 hectares of land free of charge after the martial law regime ends. Combat veterans will be granted priority rights for land allocation and will be exempt from land tax. A critical provision explicitly prohibits holding dual citizenship for individuals possessing Russian passports.
Streamlined Citizenship for Partner Nations
Countries anticipated to be eligible for the simplified citizenship process include:
- Germany
- Poland
- The Czech Republic
- The Baltic States
- The United States
- Canada
These legal reforms are designed to draw foreign investment and bolster the Ukrainian economy during wartime. By facilitating citizenship for individuals from allied nations, Ukraine aims to deepen international support and aid in post-conflict reconstruction.
