Ukraine is preparing for an important step in reforming its housing policy. Bill No. 12377, which is recommended for adoption in the second reading, envisages a transition from Soviet standards to European ones. According to the Deputy Minister for Community and Territorial Development of Ukraine, Natalia Kozlovska, this reform will be fundamental and ensure housing accessibility for every citizen.
The bill provides for important changes in the field of housing construction and rental. Among the main aspects are the creation of social rental with the possibility of full or partial compensation, the formation of housing funds with affordable rent, as well as the introduction of a system of operators for social and affordable housing.
International partners have also been involved in the development of the bill, which indicates the importance of this step for Ukraine. The abandonment of outdated norms and the implementation of modern and transparent mechanisms will contribute to the development of the housing sector and the creation of a favorable investment atmosphere.
