Assassination Attempt on Deputy Head of the GRU of the Russian Federation: How Will This Affect Negotiations on Ending the War

In Moscow, an assassination attempt was made in the morning on the First Deputy Head of the Main Directorate of the General Staff of the Russian Federation (GRU), Vladimir Alekseev, who has held a key position in Russia's military intelligence for almost 15 years and is under international sanctions. The incident occurred shortly after the next round of negotiations regarding the end of the war, which took place in Abu Dhabi, and against the backdrop of the announced visit of Vladimir Zelensky to the USA.

Negotiation Structure

The negotiations are divided into two blocks: military and political. In the military block, the key negotiators are the current head of the GRU of the Russian Federation, Kostiukov, and former head of the GUR of the Ministry of Defense of Ukraine, Kyrylo Budanov. The American side, which is acting as a mediator, offers solutions based on the current line of demarcation.

“Let’s agree on Donbas, on the current line of demarcation, and finalize the deal,” - the American delegation.

However, in the political block, where the status of territories, security guarantees, and compensations are discussed, the delegations do not have the authority to make key decisions. The Ukrainian side insists on receiving security guarantees and clear conditions for economic recovery before discussing territorial aspects.

The further development of events may depend on future contacts at the highest level, including possible meetings of the presidents.
