According to international agreements, Ukrainians who are abroad can exchange their national driver's licenses for foreign ones without the need to pass theoretical and practical exams. This rule is already in effect with countries such as Spain, Italy, the UAE, Turkey, and Lithuania, and starting in 2021, it is allowed to exchange category B licenses in the United Kingdom.
For example, the Ukrainian government has approved a draft agreement on cooperation with Latvia, and a declaration of intent for the exchange of driver's licenses was signed during the Prime Minister's visit to France.
In the European Union, there is also a simplified regime for Ukrainians under temporary protection to use their national driver's licenses. According to the EU regulation, Ukrainians can use their licenses without the need for exchange, and in case of loss of the document, they are provided with a temporary document without taking exams.
