IAEA Confirms 'Silence Regime' for Zaporizhzhia Nuclear Plant Repairs, Reveals New Negotiation Details

The Situation at the Zaporizhzhia Nuclear Power Plant

The Zaporizhzhia Nuclear Power Plant (ZNPP) remains a complex issue in negotiations concerning territorial matters. During a meeting with journalists, Ukrainian President Volodymyr Zelenskyy noted that the ZNPP is among the territorial issues requiring resolution. He emphasized that the territorial question remains a key point in the context of relations between Ukraine and Russia. The plant, Europe's largest nuclear facility, has been under Russian military control since March 2022, creating an unprecedented safety crisis.

Declaration on Security Guarantees

Ukraine has signed a declaration with a Coalition of the Willing regarding security guarantees, which are divided into three clusters:

  • Coalition of the Willing
  • European Union
  • United States

British and French representatives support this declaration as co-chairs. While the declaration is a significant step forward, Zelenskyy stated it is not yet a final solution. He pointed out that for the mechanism to be effective, it must receive parliamentary support.

The International Atomic Energy Agency (IAEA) has confirmed an agreement between Ukraine and Russia on a local ceasefire to repair the power line supplying the ZNPP. This step became necessary after the temporarily occupied plant lost power from one of its high-voltage lines on the night of January 3. Point 12 of the peace agreement to end the war includes a U.S. proposal for the plant's future operation. According to this proposal, the station should operate under a joint management format involving Ukraine, the United States, and Russia.

Consequently, the safety and future operation of the Zaporizhzhia NPP remain at the center of international negotiations, underscoring the strategic importance of this facility in the context of the current situation in Ukraine. The urgency of ensuring energy security and regional stability, along with the necessity for international cooperation in this sphere, is becoming increasingly apparent, as the plant could become a pivotal element in resolving the conflict and restoring peace in the region.
