In 2025, salaries for veterans support specialists and demobilized individuals were significantly increased in Ukraine - now the minimum payment is 25,000 UAH per month. This is reported by the Ministry of Economy of Ukraine.
Where veterans support specialists work
Veterans support specialists work in the staff of municipal institutions under the management of rural, settlement, and city councils. Their role is critical for the adaptation of fighters to civilian life: from consultations on social guarantees to monitoring needs. The government, responding to the challenges of war, updated working conditions by resolution No. 868 to attract more qualified personnel. Now the payment includes a basic salary, bonuses, and allowances, making the position competitive in the labor market.
What are the duties of veterans support specialists
Among the key responsibilities of such specialists are:

support for veterans, demobilized individuals, and their families under state programs and services;

informing about available services for housing, rehabilitation, employment, and other benefits;

providing primary psychological assistance;

collecting analytics, monitoring needs, and preparing reports on provided services.
Requirements for hiring veterans support specialists
To become a specialist, one must be a citizen of Ukraine and hold a higher education degree of at least a bachelor's level. Suitable fields include:

education, culture, arts, and humanities;

social sciences, journalism, and information;

business, administration, and law;
-
information technologies;
-
engineering, manufacturing, and construction;

healthcare and social security;

transport and services;

security and defense.
Priority in hiring is given to individuals with special status, including war veterans, individuals with merits to the Motherland, those affected by the Revolution of Dignity, relatives of deceased defenders, or those registered in the Unified State Register of Veterans.
What is the salary of a veterans support specialist
Regarding salary: initially, when the profession was introduced, the average level was 17.9 thousand UAH. In 2025, the government raised the bar — for specialists without a category, the basic rate for a full working month (or hourly norm) is fixed at 25 thousand UAH, with mandatory allowances and bonuses. For first-second category specialists and leading ones — the payment is higher. Additional allowances for actual working time:

up to 50% of the salary for special working conditions;

up to 50% of the salary for complex and intense work.
These changes make the position attractive, especially in regions where the average salary is lower. Specialists work in stable conditions of municipal institutions, with opportunities for career growth.
