Average Pay Rises Across Ukraine

In March 2026, the average monthly salary for full-time employees in Ukraine climbed to 30,356 UAH, marking a 7.2% increase from February’s figure of 28,321 UAH. While this upward trend signals economic movement, it also highlights stark disparities in earnings across different regions and sectors.

Kyiv continues to lead the country in pay, with an average salary of 49,381 UAH. The surrounding Kyiv region reports a mean of 29,997 UAH, whereas Kirovohrad and Chernivtsi regions lag significantly at 21,375 UAH and 21,453 UAH, respectively. The income gap between the highest- and lowest-paid regions exceeded 28,000 UAH in March, underscoring deep regional inequality.

Industry Imbalances and Wage Arrears

Looking at sectoral differences, employees in information and telecommunications earn an average of 85,673 UAH—more than four times the 19,394 UAH average in education. This difference of over 66,000 UAH between the best- and worst-paying industries reveals severe occupational pay gaps within Ukraine’s economy.

As of April 1, 2026, total employer wage arrears reached 3.6 billion UAH, pointing to ongoing financial strains that require urgent attention. Notably, the national minimum wage rose from 8,000 UAH to 8,647 UAH on January 1, 2026, as outlined in the 2026 state budget draft submitted to parliament in September 2025.

Although rising average salaries offer a positive signal, the wide variations between regions and industries underscore pressing economic challenges. The income disparity across oblasts and sectors highlights the need for policies aimed at reducing inequality. Persistent wage arrears also remain a concern, with potential implications for social stability and long-term economic growth.
