The Cabinet of Ministers decided to allocate 33.83 billion hryvnias of educational subvention among local budgets for the last four months of 2025. The updated formula takes into account the number of students as of November 1, 2024, excluding institutions with fewer than 45 students.
According to the new coefficient of 0.97, which replaces the previous 0.89, it was possible to avoid underfunding schools and ensure a balance in the allocation of funds. This will allow communities to plan teacher salary expenses in advance. In addition, there has been a redistribution of funds for some regions due to identified errors in data about the number of students.
The ministry emphasizes that this decision will allow communities to plan education staff salary expenses in advance, without waiting for corrections at the end of the year.
Moreover, Ukraine has secured access to resources from the European Union's social fund, which will support the education sector in the country.
The government decided to allocate the educational subvention among local budgets for the final months of 2025, changing the calculation formula to ensure a more accurate and balanced distribution of funds. It was also noted that access to the EU social fund resources will support the education sector in Ukraine.
