Ukraine to Overhaul Teacher Pay from 2026 with Guaranteed Increases

Raising Salaries for Educators

The Ministry of Education and Science of Ukraine has presented a new pay mechanism to the parliamentary committee on education, science, and innovation. This plan will raise salaries for school teachers and academic staff starting September 1, 2026. The proposed changes integrate bonuses for job prestige and difficult working conditions directly into the base salary. Furthermore, educators will be removed from the national unified pay scale, paving the way for a new, tailored compensation model to be developed for 2027.

New Proposals for Teaching Staff

Under the new proposals, all school teachers will receive a guaranteed supplement of 2,000 UAH for difficult working conditions. For teachers working in-person in frontline and border communities, this supplement is planned to increase to 4,000 UAH. It is important to note that teacher salaries have already increased by 30% as of January 1, 2026.

The Ministry stated these reforms are necessary to convert variable local payments into a guaranteed part of the salary.

"The base 2,000 UAH will be integrated into the official salary as a guaranteed component for all school teachers. For teachers in frontline and border communities, an additional 2,000 UAH supplement on top of the salary will be maintained. This makes the payment part of the salary for everyone, with extra support for those working in more challenging conditions," the Ministry emphasized.

Additionally, removing educators from the unified tariff grid will allow for an increase in the base salary amount, setting it as a multiple of the minimum wage.

"This will enable the formation of a separate, more flexible pay mechanism specifically for educators and ensure raises within the available budgetary possibilities," noted the press service of the Ministry of Education and Science of Ukraine.

These initiatives aim to enhance the social status of teaching staff and improve their working conditions in Ukraine. The education sector is a critical priority for national recovery and stability. These pay changes could significantly impact Ukraine's education system, as higher salaries and better conditions may attract more qualified specialists. The importance of such reforms is particularly acute given the current challenges the country faces, including the ongoing conflict and the need for a stable educational process.
