Rumors of Fees for 'Diia' App Dismissed
Deputy Minister of Digital Transformation, Valeria Koval, has refuted rumors that the 'Diia' app will start charging users. She clarified that the transformation of the state enterprise 'Diia' into a joint-stock company will not affect the free provision of services to citizens. Koval emphasized that all shares of the new joint-stock company will remain state-owned, ensuring that 'Diia' will continue to operate in its usual format with no changes to service costs.
Platform Services and Growth
The 'Diia' app currently offers over 160 different services. Among these, only one is a paid service for businesses—document multi-sharing. The launch of new services is planned for 2026, indicating the platform's ongoing development. Throughout 2025, the app's user base grew by 2 million, highlighting its widespread popularity. Data shows that over 6.3 million personal accounts are registered on the 'Diia' portal, with Ukrainians' digital 'wallets' containing 33 documents and more than 65 services.
Valeria Koval also noted that many rumors about changes to 'Diia' arose following the repeal of the Economic Code in July of last year. She explained that, under new regulations, all state enterprises must transition to new legal forms, but this will not impact the quality or accessibility of the electronic services provided through the app.
Koval assured that all services for citizens will remain free, as 'Diia' is a state application.
Koval's statement on the app's free services is significant for citizens, many of whom rely on it for essential digital government interactions. The 'Diia' app has been a cornerstone of Ukraine's digital transformation, streamlining access to official documents and public services. Maintaining free access underscores the government's commitment to public convenience and accessibility. The reorganization into a state-controlled joint-stock company is intended to support the further development of digital services in Ukraine, representing a key step in modernizing public administration and service digitization.
