Detainment of Recruitment Center Officials
The State Bureau of Investigation has arrested the head of a department at the Chernivtsi District Territorial Center for Recruitment and Social Support (TCRC) along with four of his subordinates. They face accusations of unlawful detention, torture of men, and bribery. Under the guidance of the Chernivtsi Specialized Defense Prosecutor’s Office for the Western region, six individuals have been formally charged. Five suspects are currently held in custody, while one is under house arrest. The department head has been suspended from official duties.
Details of the Alleged Crimes and Their Impact
Between July and September 2026, investigators documented four cases involving illegal actions by military personnel during mobilization efforts. The first incident occurred in July 2026 in the village of Mamayivtsi, where servicemen reportedly assaulted a man and forcibly brought him to the recruitment center for mobilization purposes.
- On September 16, 2026, two separate incidents took place in Chernivtsi. In one, a serviceman accepted a bribe of €5,500 to avoid mobilization; the money was given by the man's mother, leading to his release.
- In the other, a man who refused to show identification was sprayed with tear gas and forcibly taken to the recruitment center, sustaining minor injuries.
- The fourth recorded event happened on September 30, 2026, in Chernivtsi, where a man with a legal exemption from mobilization was threatened with a firearm and beaten at least four times in the torso.
On October 21, 2026, six people were officially charged, with five detained—two without the option of bail—and one placed under house arrest.
Authorities continue to investigate potential additional offenses and other individuals involved. Separately, in Odesa, an organized crime ring involving TCRC employees was uncovered; these members were implicated in extortion and violent acts. Reports indicate that the Security Service of Ukraine detained eight personnel from the Peresyp Territorial Center for Recruitment and Social Support in Odesa. Furthermore, following corruption revelations in 2024, the entire staff of the Bucha District TCRC was reassigned to combat units.
These incidents highlight serious challenges within Ukraine's mobilization system and the operations of territorial recruitment centers. The exposure of violence and bribery points to potential systemic corruption that demands urgent action from law enforcement agencies.
Such cases risk eroding public confidence in government institutions, making it crucial for investigations to be conducted transparently and impartially.
