The chair of the Budget Committee of the Verkhovna Rada, Roksolana Pidlasa, categorically stated that there would be no delays in payments of salaries to military personnel until the end of 2025. She reported this in an interview with «RBK-Ukraine».
Salaries for the Armed Forces: where financing will come from
According to Pidlasa, the government is quickly resolving temporary liquidity issues by raising funds through the placement of government domestic bonds (OVDP). This allows avoiding any pauses in funding for the army, particularly in conditions of intense combat activities. The official emphasized that the priority of defense expenditures remains unchanged, and the Ministry of Finance has already adapted budget mechanisms for a stable flow of payments.
Financing the defense sector of Ukraine: threat factors
At the same time, Pidlasa acknowledged a serious deficit in defense sector financing – Ukraine lacks at least 300 billion hryvnias. This "gap" began to form at the beginning of 2025 and accumulates due to a number of factors. Among the key reasons:

The lack of weapons and ammunition supplies from Western partners, which forced Kyiv to purchase weapons using its own funds on international markets.

Increasing costs for social support for military personnel and their families, including medical assistance, psychological support, and payments for the deceased.

Overall budget tension due to prolonged warfare, where priorities are constantly redistributed in favor of the front.
Pidlasa stressed that covering this deficit by cutting other budget items is impossible.
"This can only be done within the security and defense sector. Even if you cut social expenditures by 300 billion, although there is not that much to cut, it still cannot be allocated to defense needs because social funding comes from international partner funds," she explained.
This statement comes amid ongoing discussions about Ukraine's budget sustainability in 2025. Since the beginning of the full-scale invasion, the volume of defense expenditures has increased several times – from 5% of GDP in 2021 to over 20% now. The government has already adjusted the state budget for 2025, adding over 500 billion hryvnias for defense, but, according to expert estimates, the real need reaches 1 trillion.
