97% of local budgets approved for 2026
The Ministry of Finance of Ukraine reported the approval of 97% of local budgets for 2026, which is important for funding schools, hospitals, and social institutions. A total of 1542 budgets out of 1597 planned have been approved. The list of approved budgets includes:
- the budget of Kyiv,
- all 24 regional budgets,
- 113 district budgets,
- 1392 territorial community budgets.
The budget process has been completely finalized in seven regions: Volyn, Donetsk, Zhytomyr, Kirovohrad, Lviv, Kharkiv, and Chernivtsi regions. At the same time, 203 municipalities must transfer about 15.5 billion UAH to the state budget. The share of personal income tax (PIT) allocated to community budgets is maintained at 64%. The state also provided a 'basic subsidy' amounting to over 29 billion UAH.
Dmytro Samonenko noted that the timely adoption of the main financial documents guarantees the absence of delays in salary payments to teachers and medical staff.
He also emphasized the importance of accelerating the approval of budgets in the communities where this process is still ongoing, so that financial operations in 2026 are stable and predictable.
The importance of approving local budgets
The approval of local budgets is critically important for ensuring the stability of financing social programs, especially in education and healthcare. It also shows the government's efforts to support local communities in crisis conditions. Timely funding will help avoid delays in salary payments and ensure the continuity of social institutions, which is particularly important in light of the current challenges faced by the country.
