Reduction in Gas Storage Service Prices

On May 26 of this year, the National Energy and Utilities Regulatory Commission (NEURC) decided to cut the price of natural gas storage services in underground storage facilities (UGS) by 10%. This move follows the transition of the UGS operator, JSC Ukrtransgaz, to a long-term incentive-based regulatory framework known as RAB-regulation. The new tariffs take effect on June 1, 2026, lowering the storage rate for natural gas to 0.36 UAH per 1,000 cubic meters per day, down from the previous 0.40 UAH.

New Methodology and Energy Sector Changes

Under the updated methodology, which NEURC approved in March 2026, prices for injecting and extracting natural gas have also been set. The injection rate is now 290.45 UAH per 1,000 cubic meters per day, up from 243.52 UAH, while the extraction rate has risen to 290.45 UAH per 1,000 cubic meters per day, compared to the previous 253.03 UAH. Additionally, NEURC introduced special discount coefficients for booking annual or combined UGS capacities, which could improve service accessibility for consumers.

Starting in July 2026, the allocation and booking of capacities at cross-border points of the gas transmission system (GTS) will shift to European standards. Accounting and trading in this system will be conducted in energy units of MWh/day, with the first auctions under the updated approach beginning for capacities effective October 1, 2026. These changes reflect Ukraine’s strategic push to align with European energy norms.

Meanwhile, in the Prykarpattia region, a scheme for illegally extracting natural gas from Ukraine’s GTS was uncovered, resulting in state losses exceeding 203 million UAH. This incident highlights the urgent need for stronger oversight of natural resource use and greater enforcement of legality in the country’s energy sector.

Lowering gas storage tariffs is a key step toward improving the efficiency of Ukraine’s gas transmission system and adapting to European standards. However, the discovery of illegal gas extraction schemes points to serious risks in energy security that require immediate action.

Future regulatory changes and tighter resource controls could help mitigate such risks and ensure stability in the nation’s energy sector.

As the gas storage costs decrease, it's crucial for consumers to stay informed about stable pricing options. Recently, eight gas suppliers have secured household rates until 2027, providing additional assurance in an evolving energy market.
