Building a Defense Against Ballistic Threats

In response to escalating Russian strikes, European allies have initiated the creation of an anti-ballistic coalition. Ukrainian President Volodymyr Zelenskyy has urged them to accelerate this effort dramatically. Over the course of just two days of Russian attacks, more than 1,500 drones and 56 missiles of various types were deployed. One of the most tragic outcomes was a missile strike on Kyiv that killed 10 people and wounded 45. Preliminary reports indicate that the residential building in Kyiv was hit by an X-101 missile manufactured in the second quarter of 2026.

During these attacks, 93% of drones were successfully intercepted. On Wednesday, Kyiv hosted talks with the head of the German Federal Chancellery and the head of German intelligence. Zelenskyy stressed the need to reinvigorate the E3 format, which includes Ukraine, Germany, France, and the United Kingdom. Discussions also focused on how a €90 billion European support package could bolster Ukraine's path toward European Union membership.

The Critical Role of European Support

Volodymyr Zelenskyy expressed gratitude to European partners for launching the anti-ballistic coalition, emphasizing that

the truly strongest solution is for Europe to have its own sufficient production of air defense systems and missiles, specifically against ballistic threats.
The president also highlighted the importance of shutting down Russian schemes to bypass sanctions:
This must be a real goal for all our partners. We are preparing steps to intensify our joint countermeasures—sanctions must become more painful for Russia.

Zelenskyy also assigned specific tasks to the military command to improve radar performance and other equipment, ensuring that the development of systems to counter Shahed drones proceeds without interruptions. The PURL program requires new steps right now, at the cusp of spring and summer. Over the two-day assault, Russian forces struck most regions of Ukraine, including Zakarpattia, Kharkiv, Ivano-Frankivsk, Rivne, Volyn, Odesa, Poltava, and Sumy.

The formation of the anti-ballistic coalition is being actively discussed amid the intensifying conflict and growing threats to Ukraine. This initiative underscores not only the military dimension but also the political significance of European backing, which could facilitate Ukraine's integration into European structures. With relentless attacks and the ongoing threat from Russia, such a coalition may prove pivotal for ensuring regional security.

As European nations unite to bolster their defenses, the formation of an anti-ballistic missile coalition is gaining momentum. This strategic move echoes the recent developments in NATO, where a similar coalition involving 13 countries has been established.
