Prospective Three-Party Talks Between Ukraine, the US, and Russia

The United States is advancing plans for a trilateral meeting involving Ukraine, the US, and Russia during the upcoming G20 summit. Potential locations under consideration include the US itself, the United Arab Emirates, Saudi Arabia, and several European nations. Ukrainian President Volodymyr Zelensky has expressed Ukraine’s readiness to engage in talks under any format, although neither Russia nor the US have confirmed their participation yet. On October 17, Zelensky revealed that this meeting could take place as soon as next week.

Despite preparations for negotiations, Russia continues to intensify hostilities by targeting critical infrastructure, including bridges, energy systems, and water supplies across Ukraine. President Zelensky emphasized,

“Strikes against bridges are now a reality, not just enemy plans.”
Additionally, Russia is maintaining its blockade of Ukrainian ports in the Black Sea, contributing to Ukraine’s urgent need for enhanced air defense capabilities. Zelensky stated,
“We understand which countries possess sufficient resources to support Ukraine, and I am counting on their assistance greatly.”

Strengthening Defense Cooperation and Air Defense Systems

Ukraine requires a robust support package from Europe and other allies to bolster its air defense. Currently, ten countries—including Germany, Denmark, and Norway—are collaborating on the European missile defense project FREYJA. Zelensky discussed the FREYJA initiative with French President Emmanuel Macron and plans to engage with Norwegian officials next week. Ukraine has fulfilled its commitments to the FREYJA program and is preparing for its inaugural testing phase soon. Furthermore, Ukraine has secured agreements with Germany for air defense systems scheduled for delivery in 2027-2028.

Cooperation with SpaceX continues as Ukraine utilizes Starlink terminals to maintain communications. It is noted that Starlink terminals in Ukraine disconnect at speeds around 161 km/h, whereas in the EU they operate up to 180 km/h. Relations with Poland remain strong, highlighted by a positive meeting between Zelensky and Poland's Prime Minister. Zelensky also announced the restoration of ties with Hungary, underscoring that “such unity around Ukraine has not been seen in a long time.”

During the EU summit, discussions involving Ukraine have received increased attention in bilateral meetings, despite Ukraine-related topics being rescheduled from the summit’s opening day due to sessions on the multi-year financial framework. Upcoming talks are planned between Zelensky and Turkish President Recep Tayyip Erdoğan, focusing on maritime and food security issues, as well as engagement with representatives from Middle Eastern countries.

A trilateral meeting involving Ukraine, the US, and Russia could mark a significant step toward conflict resolution and peace efforts. However, ongoing Russian escalation complicates this possibility. At the same time, Ukraine’s deepening defense collaboration with European partners and the US demonstrates a proactive approach to securing regional stability and safety.

In light of the ongoing discussions about the upcoming trilateral meeting, it is crucial to consider Ukraine's diplomatic efforts in securing essential military support. Recently, President Zelensky announced a visit by Ukrainian negotiators to the US, aimed at enhancing air defense capabilities and advocating for stricter sanctions against Russia.
