Zelenskyy Secures Air Defense and Weapons Production Deals in Key Leader Meetings

Ukrainian President's Meetings with Foreign Leaders

Ukrainian President Volodymyr Zelenskyy held a series of meetings with foreign leaders, focusing on strengthening Ukraine's air defense (AD), financing missile procurement, providing energy assistance, and establishing joint weapons production. These talks are part of Ukraine's ongoing effort to bolster its defenses against relentless Russian attacks. A particularly significant discussion took place with Norwegian Prime Minister Jonas Gahr Støre, where the key agenda items were:

  • enhancing Ukraine's air defense shield through the PURL program;
  • supplying missiles for NASAMS systems;
  • implementing new packages of energy assistance.

A central issue of the meeting was financing the purchase of American interceptor missiles. Volodymyr Zelenskyy also participated in a strategic meeting with partners in the Berlin format. The main topics of discussion during this meeting were the urgent restoration of Ukraine's energy grid following massive Russian attacks and the expansion of joint weapons production programs within the PURL and SAFE initiatives.

Negotiations at the Munich Security Conference

On the sidelines of the Munich Security Conference, President Zelenskyy held talks with German Federal Chancellor Friedrich Merz. The key outcomes of the meeting were:

  • the launch of the first joint production line for Ukrainian drones on German territory;
  • the handover to the Ukrainian Armed Forces of the first strike drone manufactured under this partnership.

The leaders agreed to scale up defense projects and continue financial support through the PURL program.

Also at the conference, Volodymyr Zelenskyy met with the exiled Crown Prince of Iran, Reza Pahlavi. The key topics of the negotiations were:

  • the Iranian people's struggle for democracy;
  • tightening sanctions against Tehran;
  • the threat posed by the Iranian regime's military cooperation with Russia.

President Zelenskyy himself emphasized the importance of strengthening Ukraine's air defense and the PURL program, stating:
