Zelensky instructed Fedorov to deal with boosting and closing the sky
President of Ukraine Volodymyr Zelensky publicly used the word 'boosting' for the first time, thus acknowledging the problem with mobilization. He gave Defense Minister Fedorov three key tasks:
- closing the sky,
- dealing with the issue of boosting,
- putting an end to unresolved issues concerning the contract army.
This instruction comes against the backdrop of transitioning to digital mobilization, the necessity of which is due to a budget deficit reaching 2.8 trillion hryvnias. Due to a lack of funds, the government's plans regarding the ratio of contract soldiers to mobilized soldiers of 60% to 40% remain in question.
Social protection of internally displaced persons
A separate serious problem remains the social protection of internally displaced persons. The government's commissioner for human rights, Dmytro Lubinets, stated that there are 1.3 million IDP-pensioners who have not received the necessary payments. The reason given is a technical obstacle: the lack of registration in the 'Diia' app and an electronic signature needed to confirm the fact of not receiving a pension from Russia. This situation creates significant social tension among those who chose to live in the territory controlled by Ukraine.
