Stepping Up Collaboration with International Allies

President Volodymyr Zelensky has directed the Ministry of Defense to intensify efforts with global partners to secure anti-ballistic missiles for Ukraine. This decision came during the latest meeting of the Supreme Commander-in-Chief's Staff, where discussions also covered the outcomes of reforms within the Armed Forces of Ukraine, the supply of 155-mm artillery shells, and the current situation on the front lines. The directive underscores Kyiv's push to strengthen its air defense capabilities amid ongoing Russian aerial threats.

The Staff meeting focused on implementing recommendations from frontline troops. Changes introduced in the second half of last year include:

  • Direct funding for combat brigades to purchase equipment, such as drones;
  • More balanced personnel distribution to reinforce units;
  • Expanded authority for brigades to conduct basic combined-arms training.

Approximately 160 military units now receive consistent, guaranteed personnel replenishment, while the number of units authorized to provide basic training has doubled.

Army Supply and Frontline Situation

A separate topic at the Staff meeting was the provision of long-range 155-mm artillery ammunition to the army. Ukraine's Defense Ministry continues to implement decisions regarding the delivery of military pickup trucks. Lieutenant General Oleksandr Syrskyi, Commander-in-Chief of the Armed Forces of Ukraine, reported on the status of key front-line sectors. One priority highlighted by the president is bolstering air defense (AD). Volodymyr Zelensky stated that

“I expect significantly more activity from our diplomats to strengthen air defense and supply the necessary missiles”
.

The president also emphasized that

“we must find what Ukraine needs,”
and ordered efforts to “develop more opportunities for funding, production, and delivery of such munitions, as well as overall support for our artillery capabilities, which remain crucial for achieving combat results.” Despite challenges, he noted that “Ukrainian positions are strong, and this is a much-needed outcome for our state, one that will certainly back all diplomatic steps.”

Earlier, President Zelensky updated the composition of the Supreme Commander-in-Chief's Staff, adding Finance Minister Serhiy Marchenko and Oleksandr Zavitnevych, head of the parliamentary committee on national security, defense, and intelligence.

The president's decision to accelerate collaboration with international partners on anti-ballistic missile supplies reflects a growing focus on securing Ukraine's airspace, especially given the tense front-line situation. Enhancing AD capabilities could significantly improve the country's defense effectiveness and reduce risks from potential aerial attacks.

Changes in the Armed Forces' organization, including direct brigade funding and expanded personnel training, signal a push for modernization and optimization. These measures may boost combat readiness and flexibility in responding to the challenges Ukraine faces in the current environment.

In light of the ongoing efforts to enhance Ukraine's military capabilities, it's crucial to note that the elimination of VAT on robotic systems for the armed forces further supports these initiatives. This legislative change is aimed at streamlining procurement processes and ensuring that the military has access to advanced technology, thereby strengthening overall defense strategies amid escalating threats.
