Ukraine's New Driver Support Program
In response to instability in the fuel market, Ukrainian President Volodymyr Zelenskyy has ordered the creation of a support program for drivers. The Ministry of Economy and the Ministry of Energy are developing the initiative, which will provide cashback compensation to consumers of diesel, gasoline, and autogas. As of March 12, 2026, the average price for A-95 gasoline was 69.76 UAH per liter, while diesel fuel cost 75.28 UAH per liter. Concurrently, some filling stations have reported price increases for diesel and gas. This market volatility is partly linked to global energy supply disruptions.
Fuel Market Investigation Launched
The Antimonopoly Committee of Ukraine will conduct an investigation into the fuel market situation. Authorities have also reached an agreement with NAK Naftogaz and Ukrnafta to help curb price increases. As President Zelenskyy stated:
'The Ministries of Economy and Energy of Ukraine must also prepare a support program for our people who are now feeling particular pressure due to the destabilization of the fuel market resulting from the situation around Iran and the reduction of oil supplies to the world market.' Volodymyr Zelenskyy
Price changes at filling stations are driven by various factors, including external economic conditions. In the cost structure of agricultural production, fuel expenses account for 10-15%, meaning a rise in fuel costs could lead to a 1-2% increase in prices for agricultural products. The new support program aims to mitigate these negative consequences for consumers and support market stability. Such measures are crucial in a nation where transportation and agriculture are vital economic sectors.
The introduction of this compensation program for drivers is a significant step given the fuel market instability caused by both domestic and external factors. Since rising fuel prices directly impact agricultural product costs, implementing this program may help avoid further increases in food prices and preserve social stability in the country. The Antimonopoly Committee's market investigation further demonstrates the government's intent to monitor the situation and prevent speculation in this sensitive market.
