Ukraine-Russia Negotiations

Ukrainian President Volodymyr Zelenskyy has announced his willingness to engage in face-to-face negotiations with Russian President Vladimir Putin to end the war. The statement came during a joint press conference in Kyiv alongside NATO Secretary General Mark Rutte. Zelenskyy noted that Ukraine is not the top priority for the United States, as Iran currently leads the American political agenda.

'Unfortunately, we are not in the spotlight today. In my view, Iran is issue number one for the U.S. Only then comes the Ukraine question. Sadly, we are in line behind other conflicts.' Volodymyr Zelenskyy

The discussion also addressed challenges related to payment and delivery of Patriot systems, agreements for which were finalized in 2025. Zelenskyy pointed out that the waiting list for Patriot systems spans years, and a new package would likely not reach Ukraine until around 2030.

'This new package would only arrive around 2030, which was unacceptable to me.' Volodymyr Zelenskyy

The president stressed the need to 'pay for this contract,' warning that without payment, all systems and missiles would be delayed until 2030.

Zelenskyy also revealed that several countries have agreed to transfer their positions in the queue for air defense deliveries to Ukraine. Meanwhile, Mark Rutte assured that shipments of PAC-2 and PAC-3 interceptors from the U.S. to Ukraine are ongoing daily and weekly. He emphasized:

  • PAC-2 and PAC-3 interceptors are critical assets.
  • Deliveries of these interceptors from the U.S. to Ukraine continue every day and every week.

Additionally, long-term financial security guarantees for Ukraine are slated for discussion at the G7 summit and the NATO summit in Ankara. Regarding the PURL program, contributions were made in May and are scheduled for June.

Security and arms supply issues remain at the forefront for Ukrainian authorities and their international partners.

President Zelenskyy's openness to talks with Russia marks a significant step in seeking conflict resolution, while also highlighting Ukraine's diminished international focus amid global crises. Continued weapons deliveries and discussions on financial guarantees at forums like the G7 and NATO reflect efforts to bolster Ukraine's security during the protracted war. These initiatives could prove vital for strengthening the country's defense capabilities in the long term.
