Ukraine-Russia Talks on the Horizon

Ukrainian President Volodymyr Zelensky has expressed his willingness to meet face-to-face with Russian President Vladimir Putin in Turkey to negotiate a ceasefire and establish mechanisms for monitoring compliance. Speaking to CNN Türk, Zelensky emphasized that the primary goal of these discussions is to secure peace across the entire frontline. He is counting on Turkish President Recep Tayyip Erdoğan’s support to facilitate this critical dialogue.

Key Issues on the Negotiation Table

The agenda for the proposed talks includes several vital topics:

  • halting active combat;
  • security guarantees;
  • rebuilding Ukraine;
  • territorial disputes.

Zelensky highlighted that direct presidential talks are essential since previous meetings between delegations and technical teams failed to resolve the core issues needed to end the war.

“I am ready to negotiate, but talks must aim at finding a genuine solution to stop the war,” said Zelensky.

He firmly ruled out any agreement involving handing over Donbas to Russia or recognizing Crimea as Russian territory, citing these steps as unconstitutional. Meanwhile, the United States has shifted its stance, no longer linking Ukraine’s security guarantees to territorial concessions to Russia. Additionally, Washington and Moscow continue discussions on potential economic agreements, particularly in the energy sector.

Zelensky also made it clear that Ukraine will not compromise on its security arrangements or military strength during negotiations. Territorial matters, he stressed, should only be addressed at the highest level between national leaders, underscoring Ukraine’s commitment to protecting its sovereignty. These talks are viewed as a crucial opportunity to advance a peaceful resolution to the conflict.

Potential direct negotiations between the Ukrainian and Russian presidents represent a significant step toward resolving the protracted conflict in eastern Ukraine. Zelensky’s readiness to address critical concerns like security and territorial integrity reflects Ukraine’s desire to reach a compromise without sacrificing its core interests. The backing of international allies, especially the United States—whose evolving position could positively influence the talks—is also a key factor in moving toward peace.
