Ukraine's President Issues Open Letter

Ukrainian President Volodymyr Zelenskyy has formally sent an open letter to Russian President Vladimir Putin, which will be distributed among member states of the United Nations, the Council of Europe, and the Organization for Security and Co-operation in Europe (OSCE).
