EU Support Package Unlocked and Fresh Sanctions Imposed on Russia

On April 23, Ukrainian President Volodymyr Zelenskyy confirmed the unlocking of a €90 billion European Union support package, alongside the adoption of the 20th sanctions package targeting Russia. The initial funding tranche is scheduled for May or June, with proceeds allocated to:

  • domestic weapons manufacturing in Ukraine;
  • weapons procurement from international partners;
  • preparing the energy grid and critical infrastructure for the winter months.

European Council President António Costa stated that the EU’s new strategy for a just and lasting peace in Ukraine rests on two pillars: strengthening Ukraine and increasing pressure on Russia. He emphasized that the 20th sanctions package is designed to degrade Russia’s ability to sustain its war effort. These developments mark a continued escalation in Western support for Kyiv as the conflict enters its third year.

“Europe stands firm, united, and unwavering in its support for Ukraine,” said António Costa.

Zelenskyy highlighted the significance of the European package, noting: “This European package will strengthen our army, give Ukraine greater resilience, and allow us to meet our social obligations to Ukrainians as required by law.” Additionally, a new cooperation framework called Drone Deals was announced, which has already proven effective in the Middle East and the Gulf region.

Meetings in Cyprus are also aimed at intensifying sanctions pressure on Russia, reflecting the EU’s active efforts to back Ukraine. Zelenskyy remarked that “only joint efforts generate truly significant power, and Europe deserves to wield such power.”
