Ukraine-U.S. Negotiations

Volodymyr Zelenskyy has disclosed the findings from a report by National Security and Defense Council Secretary Rustem Umerov after discussions held in the United States. The conversations centered on several key issues:

  • prisoner exchanges;
  • potential formats for leadership summits aimed at ending the war;
  • agreements under the Drone Deals initiative.

Umerov represented the Ukrainian side, while U.S. President Donald Trump’s special envoys, Steve Witkoff and Jared Kushner, participated on behalf of the American delegation.

Prisoner Exchange and the Drone Deals Project

The United States acted as a mediator in the prisoner exchange process, with lists for the swap already submitted. The proposed exchange follows a 1,000-for-1,000 ratio.

“It’s significant that America remains engaged in diplomacy, particularly by serving as a mediator on prisoner swaps. Contacts are ongoing at the necessary level to finalize the exchange arrangement,” Zelenskyy noted.

Additionally, possible formats for meetings and negotiations at the leadership level to conclude the war were discussed.

“This represents one of the key humanitarian outcomes, and over the past week we’ve been actively working on it with our U.S. partners,” Umerov added.

Special emphasis was placed on the Drone Deals project, under which four agreements have already been signed. Preparatory steps are also underway with other nations to establish political arrangements.

The Drone Deals initiative involves roughly 20 countries at various stages of engagement.

“Ukraine has already secured initial energy benefits from these agreements—the necessary fuel volumes on the Ukrainian market are being ensured,” Zelenskyy reported.

The project extends to the Middle East and Gulf region, the South Caucasus, and Europe. “Besides the Middle East and Gulf, the South Caucasus, and Europe, we will soon launch a new security cooperation under Drone Deals with another part of the world,” the president emphasized.

Overall, the outcomes of the U.S. talks point to intensified collaboration between Ukraine and the United States in key areas related to security and humanitarian issues. Washington’s role as a mediator in the prisoner exchange could significantly streamline the process and help advance conflict resolution. Furthermore, the Drone Deals project highlights growing international backing for Ukraine in defense and energy security—a crucial step toward stabilizing the region.

In light of the recent discussions, it is crucial to note the progress made under the Drone Deals initiative, where four agreements have already been established. These agreements not only enhance Ukraine's defense capabilities but also signify a broader international collaboration aimed at stabilizing the region.
