Report by HUR Chief Oleh Ivashchenko

On June 2, Ukrainian President Volodymyr Zelensky received a classified briefing from the head of the Defense Intelligence Directorate (HUR), Oleh Ivashchenko. The report covered Russia’s missile manufacturing capabilities, methods used to bypass international sanctions, and internal Russian documents outlining political strategies. It revealed that Moscow has specifically targeted Ukrainian companies advancing in missile technology. Zelensky urged Europe to step up support for nations under Russian pressure, including Armenia.

The briefing from HUR Chief Oleh Ivashchenko included detailed intelligence on Russian missile production—covering facilities, range capabilities, and output volumes—as well as supply chains for critical components and machinery. It also named foreign individuals and companies aiding Russia in evading sanctions. President Zelensky noted that Russia views Ukraine’s potential to develop its own ballistic missile system as a strategic threat.

Psychological Warfare and International Support

Additionally, military intelligence obtained new internal Russian documents related to political planning, focusing on Ukraine’s relations with Moldova, South Caucasus states, the Middle East, and the Gulf region. Zelensky emphasized that a key Russian political objective is to limit Ukraine’s security, economic, and strategic ties with those countries.

'This is not just about any particular political choice of a people, but about the fundamental right of a people to independently choose their own future' — Volodymyr Zelensky

At the 'Security Architecture' forum, Andriy Yusov, a HUR representative and advisor to the head of the Presidential Office, stated that Russia uses threats of massive attacks and ambiguity around ceasefires as tools of psychological pressure. Zelensky argued that such tactics only confirm Ukraine and its partners are on the right path toward greater security and sovereignty. 'It is important that pressure on Russia increases,' he concluded, calling on Europe to provide more active support.

This briefing underscores not only the threats emanating from Russia but also the critical role of international backing for Ukraine amid escalating aggression. The emphasis on the need for stronger assistance from European partners highlights Ukraine’s strategic approach to safeguarding its security and development. In the context of shifting global politics, understanding the threats and challenges facing Ukraine may become a key factor in shaping future international policy. Such measures could strengthen the position of not only Ukraine but also neighboring countries that are also under Russian pressure.

In light of the recent intelligence report delivered to President Zelensky, understanding the broader context of Russia's military strategies becomes crucial. As the situation evolves, Ukraine's intelligence sharing with allies highlights the ongoing preparations for a major offensive, underscoring the urgency for coordinated international support in the face of escalating threats.
