Sanctions Targeting Participants in Illegal Elections
Ukrainian President Volodymyr Zelensky has enacted a decree imposing sanctions on 44 individuals involved in orchestrating unauthorized elections for the Russian Federation’s State Duma within temporarily occupied areas of Ukraine. This measure, based on the decision of the National Security and Defense Council of Ukraine, aims to counteract those collaborating with Russia and supporting the occupation of Donetsk, Luhansk, Kherson, Zaporizhzhia, as well as Crimea and Sevastopol.
Among those sanctioned are Irina Kuksenkova, identified as a propagandist and collaborator with occupying forces, and Yuriy Onyshchuk, a former Ukrainian lawmaker who began cooperating with Russian authorities after Melitopol’s occupation. It is crucial to emphasize that all outcomes and documentation from these unlawful elections carry no legal validity.
In 2014, the UN General Assembly affirmed Ukraine’s territorial integrity concerning Crimea, and in 2022, 143 countries condemned Russia’s attempted illegal annexation of Donetsk, Luhansk, Zaporizhzhia, and Kherson regions.
Global Condemnation of the Fraudulent Elections
European Union member states, the United Kingdom, Switzerland, Norway, Australia, Canada, and New Zealand have all refused to recognize the legitimacy of these elections. The voting process was marred by widespread fraud, coerced participation, and fabricated turnout figures.
Vladyslav Vlasiuk commented on the issue: 'International humanitarian law, including The Hague Regulations and the Geneva Conventions, requires occupying powers to respect the existing laws of the occupied territory. Occupation does not grant any sovereignty.'
He stressed that the sanctions imposed by Ukraine and its international allies represent an appropriate legal response to both the elections themselves and everyone involved in them.
By targeting those responsible for the illegal voting, these sanctions reinforce Ukraine’s stance and that of its global partners against legitimizing Russia’s actions in the occupied regions.
