President Zelenskyy Issues Shevchenko Prize Decree and Signs Military Service Deferral Law

National Taras Shevchenko Prize Awarded

On March 9, 2026, Ukrainian President Volodymyr Zelenskyy signed a decree awarding the National Taras Shevchenko Prize. The prize amount is 484,480 UAH, and this year saw the highest number of award categories in the prize's 65-year history. The Shevchenko Prize is Ukraine's highest state honor for cultural and artistic achievement. The laureates across various categories are:

  • Prose: Pavlo Bilyansky – novel 'One Cannot Fight, One Cannot Retreat'; Yuriy Shcherbak – book of summaries and prophecies 'Dead Memory. Voices and Cries'.
  • Literary Studies and Art: Serhiy Trymbach – book 'Ivan Mykolaychuk. Mysteries of Fate'.
  • Publicism and Journalism: Oleh Kryshropa – documentary novel 'Radio Aphrodite'.
  • Musical Art: Marian Pyrozhok, Oleksandr Drachuk, Markiyan Turkanyk (performers of the band 'Pirog i Batig') – music album 'The Murdered. First Peal'; Oleksiy Skrypnyk (composer) – choral concert 'Catharsis' and Symphony No. 3 'Halyna'.
  • Concert-Performing Art: Yulia Tkach – media project 'One Step to Victory'.
  • Theatrical Art: Oksana Dmytriyeva – plays 'Nativity Scene', 'Giraffe', and 'The Tempest'.
  • Cinematic Art: Pavlo Ostrikov – film 'You Are the Cosmos'.
  • Visual Arts: Nazar Bilyk – 'Memorial to Ukrainian Intelligence Officers'.
  • Photographic Art: Olena Hrom – photo project 'Stolen Spring'.
  • Decorative and Applied Art: Ihor Matsiyevsky – art project 'Born in Fire'.
  • Design: Vladyslav Korniyenko, Illia Pavеlets, Ivan Hrabko – cultural and artistic public space of the National Circus of Ukraine.
  • Creative Curation of Cultural and Artistic Projects: Valeriy Sakharuk – cultural and artistic project '30x30. Contemporary Ukrainian Art'.

Social Protection and Military Operations

In a separate action, Zelenskyy signed a law on social protection for servicemen, which grants a one-year deferral from mobilization to those who signed an 18-24 month contract and have served for 12 months. The law also establishes a 12-month deferral for citizens aged 18 to 25 who concluded a one-year contract and were discharged upon its completion. This legislation aims to provide predictability for military personnel and their families.

On the same day, units of the Ukrainian Navy, in coordination with Special Operations Forces, conducted an operation in the temporarily occupied Crimea. The operation resulted in the destruction of three Russian 'Pantsir-S1' anti-aircraft missile-gun systems and the elimination of one mobile fire group.

Additionally, a new electronic queue function for Territorial Recruitment Centers became operational in the 'Reserve+' application. President Zelenskyy also appointed Yuliya Sokolovska as Ukraine's Ambassador Extraordinary and Plenipotentiary to the Principality of Andorra on a concurrent basis. Sokolovska currently serves as Ukraine's Ambassador to the Kingdom of Spain.

In related news, trilateral negotiations between delegations from Ukraine, the United States, and Russia, scheduled for this week, have been postponed. It is noteworthy that, for the first time since 2024, the Armed Forces of Ukraine have reclaimed more Ukrainian territory in a single month than the enemy has captured in the same period.

The awarding of the National Taras Shevchenko Prize and the enactment of the law on social protection for servicemen demonstrate the Ukrainian government's active engagement in both cultural and social spheres during wartime.

Simultaneously, the military successes of the Ukrainian Armed Forces in Crimea against the backdrop of negotiations with Russia underscore the complexity of the regional situation and the critical importance of international support for Ukraine. The situation remains tense, and subsequent actions may significantly influence the course of events in the country.
